California Secretary of State: The Black Hand Automotive LLC (formerly GhostCore Systems LLC), same California entity B20260161858. Name amendment BA20261945311 was filed October 15 and approved October 19, 2026.

California BAR: Existing Automotive Repair Dealer ARD 317160 / DCA 6RAS234 is preserved. BAR approved business-name change request BUS-CHG-005995 October 19, 2026. A fresh official DCA public-record readback now identifies The Black Hand Automotive LLC - 6RAS234, status Valid, with the registered business telephone matching the site, while preserving the same ARD 317160. The corrected BAR wall-registration PDF is archived in company records. BAR Valid status alone does not establish insurance coverage or permission to launch paid work.

CDTFA: The retained CDTFA seller’s permit displays THE BLACK HAND AUTOMOTIVE LLC and trade name THE BLACK HAND AUTO, with a start date of October 9, 2026. The corrected certificate was reviewed October 21, 2026. Filing frequency and the first filing deadline remain unverified; permit issuance is not permission to start paid repairs.

City of Los Angeles: Existing business tax registration remains in place and business-activity classifications were confirmed October 19; corrected legal-name certificates have not yet been issued/verified.

Other required clearances: IRS/FTB account-name reconciliation, insurer-issued coverage for the final mobile scope, customer documents, field compliance and final operating release remain subject to verification. No claim of a completed tax update, active insurance policy or operating clearance is made.

CDTFA certificate information reviewed October 21, 2026; other agency entries retain their stated evidence dates. Consult the agencies for the current authoritative record. California DCA search · California SOS business records.

What ARD covers—and what it does not

Automotive Repair Dealer registration is the general California business registration for compensated diagnosis, maintenance and repair. Reporting a business category is not a stand-alone certification in each specialty. Smog Check stations and vehicle safety systems inspection stations require separate licenses; EPA Section 609 requirements apply to compensated motor-vehicle A/C refrigerant servicing. Job-specific licensing, certification, equipment, insurance, environmental and location requirements still apply.

Customer protection and mobile requirements

Before covered repair work, the dealer must provide the required estimate and obtain and record customer authorization before work begins. Additional repairs or charges require supplemental authorization. At completion, the dealer must issue an itemized invoice and retain the required transaction records. Mobile automotive repair invoices require the address or description of the repair location. Mobile repair vehicles must display the firm name, registration number and registered telephone number as BAR requires, and a paper copy of the ARD sign accompanies each work order. Website publication does not substitute for those on-the-ground requirements.

Prelaunch position

The company is in a pre-launch compliance hold. BAR registration does not establish bound insurance, authorized customer worksites, technician competency for every task, specialty station licensure or permission to begin compensated services.

Repair customer protections

For a future automotive repair transaction, California customers generally have the right to review an estimate before authorizing repairs, approve additional work before it is performed, request return of replaced parts before approving repairs (subject to lawful exceptions), and receive an itemized final invoice. Authorizations may be given in documented written, oral, or electronic form as permitted by BAR rules. This website does not accept service authorization or create any repair order.

See the official BAR consumer repair-rights guidance and Write It Right documentation rules for details and exceptions.

Independent consumer resources

California consumers can independently review BAR maintenance and repair guidance, estimate and authorization rules, and BAR complaint assistance. The Bureau of Automotive Repair, rather than this website, is the authoritative source for regulatory guidance and complaints. These links do not imply a BAR endorsement or that this pre-launch business is accepting repair work.
